The Government of Islamic Republic of Pakistan has applied for a credit from the International Development Association for an amount of US$ 60 million credit amount equivalent for a Social Safety Net Technical Assistance Project in support of the Benazir Income Support Programme.  Planning & Development Division will be implementing component 4 of the T.A.  Applications to fill in the following positions are invited:

Terms of Reference for Monitoring & Evaluation Expert

Component IV of the Technical Assistance on Social Safety Nets (SSN TA)

 

 

A.        Background

 

The government of Pakistan, through BISP, is implementing Social Safety Net Technical Assistance with the World Bank funding of USD 60 million. The SSN TA aims at strengthening the administration and performance of the country's safety net programs with a particular focus on the new BISP program as the national safety net platform. Using cash transfers, the BISP seeks to reach approx. 7 million families, covering 35 million people or about 22% of the population. Payments will be made to the female head of the family every two months thus providing each family with Rs. 12,000 (about $ 150) income support per year.

 

To this end, SSN TA includes four components: (i) establishment of a national targeting system; (ii) strengthening safety net operations; (iii) enhancing safety net program management, accountability and evaluation; and (iv) developing the social protection policy and strategy monitoring.

 

BISP, being the implementing agency for SSN TA, has the over all responsibility for all four components. However, the Planning & Development Division, in its function to advance the social protection policy, would be the operational in-charge of delivering  component 04 of the SSN TA. This will also entail providing strategic and technical guidance to steer and implement activities planned under Component 4.

 

Planning & Development Division is in the process of putting in place the required staff for the Project Management Unit to implement  Component 4 of the TA. To this end, Planning & Development Division requires the services of a Monitoring & Evaluation Expert to design, coordinate, and implement activities relevant to developing an M&E framework for the NSPP strategy under Component 4 of the TA.

 

B.        Scope and responsibilities

 

The Monitoring & Evaluation Expert would be responsible to;

 

1.      To design, coordinate, and implement all activities related to the Monitoring & Evaluation of the NSPP under the TA.

2.      Develop a project monitoring framework for Component 4 of the TA  and  identify program specific outputs, outcome and impact indicators in line with the program performance parameters agreed between Government of Pakistan and the World Bank.

3.      To develop an M&E framework for the NSPP and identify program specific outputs, outcome and impact indicators in line with the program performance parameters agreed by the Planning Commission and the World Bank.

4.      To identify interdependence between the indicators (both with time lag and concurrent) for establishing checks for accurate and timely reporting.

5.      To assess the information needs and evolve a system of feedback to the Planning & Development Department for improving information content of the data to be provided for provincial action plans for the NSPP and development planning exercises on social protection at the federal level.

6.      To design and establish a central database on social protection that will support policy planning functions of the Component as well as the Planning Commission. In this process the consultant will liaise with BISP MIS unit to capitalize on the BISP data base and form useful linkages and a functional relationship that would help the SP database.

7.      To liaise with NADRA, FBS, Ministry of Social Welfare, provincial P&Ds, NCHD, PPAF and other relevant entities that could provide constructive input to developing M&E process for the NSPP.

8.      To establish a reporting system between PMU, BISP Head Office, Sub Offices and other relevant stakeholders/partners for information flow, progress sharing, and trouble shooting.

9.       To identify the specific areas of interventions to facilitate implementation and monitoring targets of the NSPP and other support required for effective implementation.

10.  Analyze policies and identify actions to be taken at policy level to ensure continuous pace towards achieving the M&E goals.

11.  To establish a criteria for selection of civil society organizations and other stakeholders in the monitoring process of the NSPP. Also define clear roles and contribution of the NGOs and civil society in the M&E process.

12.  To develop and approve M&E operations manuals for the NSPP monitoring at federal and provincial levels.

13.  To develop guidelines on data collection and its sharing process and protocols to support NSPP M&E functions at federal and provincial levels.

14.  To provide guidance and training to focal points in the federal and provincial Planning & Development Departments on characteristics and requirements of NSPP M&E, data collection and sharing protocols.

15.   To work in close coordination with the Project manager, Institutional Development expert, capacity development expert to align M&E outputs with other deliverables under the component.

16.  Provide regular updates and progress reports to the Project Manager on the M&E function of the Component.

C.        Time frame

The Monitoring & Evaluation Expert will be appointed on contract basis. The initial appointment will be made for one year; however, it will be extended on satisfactory performance.

 

D.        Outputs

1.      An Integrated M&E framework that is streamlines across public social protection programs in Pakistan, is in line with requirements of logical framework methodology, and presents well defined M&E indicators.

2.       M&E operations manual and guidelines for federal and provincial levels

3.      All outputs related to the M&E objectives of the Component are delivered as per agreed timelines in the project work plan and specified performance criteria.

4.      Monitoring and evaluation reports with findings and recommendations to the Planning & Development Division and World Bank.

5.      Training and capacity building requirement report for federal and provincial levels to successfully deliver the M&E requirements of the NSPP.

6.      A central MIS data base on social protection with operational linkages with BISP, provincial P&Ds and other entities that contribute to the information requirements (NCHD, PPAF etc).

7.      Information sharing process and protocol between the center and provinces developed and approved.

8.      Focal points in federal and provincial P&Ds trained to carry out the M&E requirements of the NSPP.

9.      Institutional and Policy Analysis report that will feed into the NSPP M&E framework and processes.

E.     Qualifications and Experience

 

1.      A university degree in economics, international development, business development, project management or equivalent.

2.      7 years experience in the development sector with national/international organization(s) demonstrating evidence of achieving results.

3.      Should have practical knowledge and experience in designing and establishing M&E systems in leading organization/projects.

4.      Established experience in designing and setting up MIS systems.

5.      Should have excellent command on MS office and working knowledge of project scheduling and management softwares e.g. Ms Project, Primavera etc.

6.      Good understanding and experience of information and process flows within federal and provincial government structures.

7.      Good communication, people management, and writing skills.

8.      Strong quantitative analysis background, with experience in empirical work

9.      Ability to handle and analyze primary data

10.  Ability to work both independently and as part of a team, as also deliver outputs in time. Strong report writing, coordination, and inter-personal skills

B.        Scope and responsibilities

 

The Social Protection/Policy Expert would be responsible to;

1.      Disseminate the NSPP to federal and provincial stakeholders and initiate discussions on action plans in pursuit of inclusiveness and ownership at each level.

2.      Provide TA to provinces to develop action plans for NSPP implementation and monitoring at provincial level

3.      Undertake resource mapping of action plans and identify funding sources to sponsor key activities.

4.      Design and develop the institutional roles grid, integration of existing social protection initiatives and institutional responsibilities at federal and provincial levels.

5.      Develop a checklist and guidelines for the infusion of NSPP themes in development planning, implementation, and monitoring process.

6.      Undertake needs assessment and develop legal procedures and framework to promote SP in Pakistan.

7.      Facilitate in carrying out the NSPS update in the light of institutional, legal and monitoring frameworks.

8.      Analytical support to the Planning Commission on the above activities to keep the policy circle engaged and aligned with the objectives and outputs of the project

9.      Periodic update and progress reports to the project manager and the World Bank.

10. Regular collaboration with Project Manager, M&E expert, and Capacity Building expert for synchronized project activities and outputs, and timely sharing of requirements.

 

C.        Time frame

The Social Policy Expert will be appointed on contract basis. The initial appointment will be made for one year; however, it will be extended on satisfactory performance.

 

D.        Outputs

1.      Consultative work sessions/dialogues to formulate and finalize provincial action plans for the NSPP.

2.      Provincial action plans developed in sync with the requirements of the NSPP and approved for implementation.

3.      Resource map worked out estimating the financial cost of implementing the NSPP at federal and provincial level, and identifying sources of funding and administrative collaborations for cost effectiveness.

4.      The institutional roles grid developed integrating existing social protection interventions and defining institutional coordination that would improve performance and effectiveness.

5.      Checklist and guidelines developed that will facilitate infusion of NSPP recommendations in federal and provincial programs and also provide standards to monitor against. 

6.      Legal Needs Assessment for Social Protection report developed followed by a legal and institutional framework report for NSPP implementation.

7.      NSPP review and update process continued and procedure standardized by the Planning Commission.

8.      Periodic progress reports to the Project manager and the World Bank.

 

E.     Qualifications and Experience

 

1.      A university degree in economics, social policy, policy development and analysis or equivalent.

2.      7 years experience in the development sector with national/international organization(s) demonstrating evidence of achieving results.

3.      In depth knowledge of social protection/policy and institutional development; and experience with producing rigorous analysis.  Relevant publication list on social issues and well being is a strong asset.

4.      Proven academic excellence and policy development experience in social protection or areas closely linked.

5.      Good understanding of Government of Pakistan, its functional and administrative   structures, operations, and procedures. Knowledge of World Bank procedures will be an added advantage.

6.      Interactive experience with the government in lieu of project planning and implementation.

7.      Ability to conduct interactive dialogue, steer the discussion on planned issues, and build consensus.

8.      Strong analytical background, with experience in empirical work. Ability to handle and analyze primary data

9.      Experience in computer-assisted analysis of quantitative and qualitative data.

10.  Demonstrated management experience and strong leadership skills

11.  Ability to work both independently and as part of a team, and produce quality work within agreed timelines.

12.  Strong report writing, coordination, consensus building and inter-personal skills.

13.  Written and oral fluency in Urdu and English.
